Short Summary

Lead consultant supporting the Ramsar Advisory Mission to the Parque Nacional Sistema Arrecifal Veracruzano (PNSAV, Ramsar Site No. 1346), Mexico.

The mission assessed the ecological character, governance framework and environmental pressures affecting one of the most important coral reef systems in the southwestern Gulf of Mexico, with particular attention to cumulative impacts associated with coastal development, port expansion, water quality degradation and long-term ecosystem conservation.

The consultancy contributed to the development of technical recommendations to support the conservation and wise use of the Ramsar Site under the framework of the Convention on Wetlands.

Key Contributions

  • Lead consultant supporting the Ramsar Advisory Mission coordinated by the Secretariat of the Convention on Wetlands (Ramsar Convention).
  • Technical assessment of ecological character, governance arrangements and environmental pressures affecting the Veracruz Reef System National Park.
  • Review and synthesis of scientific, institutional and legal documentation related to the protected area and associated coastal development activities.
  • Stakeholder consultations with government institutions, scientific experts, civil society organizations and local actors.
  • Analysis of governance and institutional coordination challenges linked to marine conservation, environmental monitoring and coastal infrastructure development.
  • Contribution to recommendations addressing long-term conservation, transparency, monitoring frameworks and integrated coastal governance.
  • Development of technical reporting and mission documentation supporting the Ramsar Advisory Mission process.

  • Support for evaluating the conservation status and governance effectiveness of a Ramsar Site of international importance.
